This PR makes rollup an optional peer dependency of @sentry/rollup-plugin.

Vite 8 no no longer ships with rollup and installing @sentry/vite-plugin leads to dependency warnings of rollup missing even though the plugin works without rollup installed.

This PR makes `rollup` an optional peer dependency of `@sentry/rollup-plugin`.
